REGISTERED ESCO · SURUHANJAYA TENAGA
We measure where your energy goes, and what the savings are worth.
Innovast is an energy service company in Kuala Lumpur, on the Energy Commission’s ESCO register as ESCO 327(2023)/76/2024. We audit buildings and plants, check whether claimed savings are real, and build the metering that produces the energy figures you have to report. The first look costs nothing.

What do you need done?
You do not need a letter from the Energy Commission to be here. Most people who call us are looking at a bill, or at a savings figure somebody else produced. We do this in manufacturing plants, office towers, hotels and government buildings. Pick the card that sounds like you.
“My energy costs too much.”
No letter, no regulation. Just a bill that keeps climbing, and no clear picture of which plant is responsible. An audit finds where the load actually sits, and which plant to fix first.
“Someone is putting a savings figure in front of me.”
It might be a quote you have not signed, a project about to be built, or a contract that has been paying out for years. We are the independent party that measures the number, and our fee does not move with what we find. One part cannot be done late: once the new plant is in, the baseline you needed is gone.
“The Energy Commission has written to me.”
Or your site is near the level where the rules start to apply. Two deadlines then run at once. You have about three months to appoint an energy manager, and a year to file the first audit report. Both run from the date of the letter, so they do not fall due together. The duties that follow.
“I need energy numbers I can report.”
Group ESG, a Bursa filing, an investor deck, or a parent company asking for figures. Those numbers have to come from somewhere defensible, which means metering, and a system that keeps producing them after the first report.
Would you rather see everything at once? Every service, grouped.
What we do
Four groups of work, and the kit we bring to them.
Innovast is a boutique. It does a small number of things and it does them itself. This is the list rather than the explanation: each service is set out in full, with what it costs, on the page that sells it.

- Building energy intensity benchmarking and star rating
- Detailed energy audit, to ASHRAE Level II and ISO 50002
- Investment-grade audit
- Chiller plant, compressed air, boiler, heat pump and main switchboard audits
Verification
- Measurement baselines and measurement plans, to IPMVP
- Independent checking of savings claimed under an energy performance contract
- Carve-out metering design, and investigation of a disputed figure
Contracts and counterparties
- Energy performance contracting: guaranteed savings, shared savings, energy supply contracting
- Sizing a saving a funder will lend against
- Sourcing and matching the contracting party
- SEDA EACG grant management, application through to claim
- Energy manager assignments
Systems and reporting
- Energy management systems, built inside an audit or an energy manager assignment
- Energy monitoring and metering
- The annual report to the Energy Commission
- Sustainability and Bursa reporting, where it draws on energy data
What we bring
- SUTO ultrasonic flow meters, calibrated, certificates on request
- Meatrol ME437 power meters and power quality analysers, calibrated, certificates on request
- Rogowski coil current transducers
- Temperature loggers
All owned. Nothing hired for the week.
How long it stays on
A detailed audit logs on your plant for seven to fourteen days. An investment-grade audit logs for about thirty days, a full billing cycle, and that cycle becomes the baseline.
What we ask you for
Twenty-four months of billing and tariff data, and an asset list, because two full cycles are what turn a snapshot into a trend. Thirty-six months for a detailed audit.
An audit is only as good as what was measured and for how long. Both are settled and written into the engagement before the logging starts, not worked out afterwards.
The phrase “No CAPEX from you” applies to shared savings and energy supply contracting, where the capital sits with the contracting ESCO or the funder. A guaranteed-savings contract is client-financed by definition. Innovast sizes the saving, sets the baseline, sources the counterparty and verifies the result. It does not own or operate plant, and it does not take the savings guarantee.
Not sure which of these you need? That is what the first conversation is for.
PROOF
Named by facility type.
Most of this work sits under non-disclosure, so facilities are described by type. The role tag says whether Innovast held the client relationship, or delivered as technical partner to another ESCO. Who is registered on your job.
Pharmaceutical manufacturing
Selangor
Energy audit under a SEDA EACG grant, and an energy monitoring system across three buildings, 26 monitoring points.
Direct
Commercial office tower
Kuala Lumpur
Detailed energy audit of a tower whose chiller plant sits under an existing shared-savings energy performance contract, including the savings carve-out question.
Partner ESCO
Government office building
Putrajaya
Detailed energy audit to ASHRAE Level II and MS 1525.
Consortium partner
Manufacturing, pharmaceutical, rubber and polymer, commercial office, REIT-managed portfolios, hotels, government buildings, water and sewage treatment, aviation. It is still worth a call if your facility type is not on that list. The measurement method does not change much between a chiller plant in a hotel and a chiller plant in a hospital.
It costs nothing to find out.
The preliminary audit is free. We read twenty-four months of your bills and your asset list, and we walk the plant with you. Then we tell you where the money is going, and whether there is a saving worth chasing.
We will say so before you spend anything if there is no saving worth chasing. It is a short conversation, and it is the honest place to start.
The new energy rules
Some buildings and plants use enough energy that the Energy Commission’s rules reach them, and the duties start from the letter. The checker works it out from your consumption.
